What is eLibraryHub?
eLibraryHub is an initiative of the National Library Board (NLB). It
provides an integrated digital library that offers users their very
own personalised library.
It delivers a rich source of value-added and multimedia
content to users over the Internet. Such online content includes:
CD-ROMs*
Online databases
* Users will not be able to view CD-ROMs over the Internet,
but they can do so at their nearest NLB branch library with multimedia services.
eLibraryHub also offers special online services, which
include:
MyBookshelf, which allows members to store up to 10
links of their favourite online resources
MyAccount, which allows users to personalise their
experience by specifying their areas of interest. They can then be
updated to new resources which match their preferences.
What are the benefits of eLibraryHub?
eLibraryHub delivers a number of compelling benefits to its users,
in Singapore and around the world.
Available anytime, anywhere. Since eLibraryHub operates over the Internet,
it can be accessed anywhere around the world. With eLibraryHub, we bring
the library to you.
Do I have to pay to use eLibraryHub?
Membership to eLibraryHub includes both "free" and "fee" services.
You can access the "free" services without registering. These
services include:
Managing your library account;
Being updated on the events at the library;
Browsing NLB's library catalogue;
Searching for Book Summaries;
Accessing Internet resources and more!
Only available to members, the "fee" services are chargeable.
Some of these value-added services include digital resources like
eJournals & databases. Thanks to special arrangements between NLB
and the content providers, eLibraryHub can offer you these services
at special low rates.
Types of membership
There are two types of membership, namely Personal Membership and
Corporate Membership. Personal Membership is open to individuals.
Existing NLB library members are automatically registered, but they
have to log in to collect their personal accounts.

resources to build their information hub. It provides immediate

eLibraryHub makes becoming an NLB (Library) member a breeze. Just apply
online at the Digital Library. When you become an NLB member, you can borrow
our catalogue items on top of enjoying the facilities we have at our branches.
Basic Membership
How to register?
You must be a member of eLibraryHub before registering for library membership online.
Online registration is only for Singapore Citizens and Permanent Residents.
All policies and fees set out in the Membership Guide apply to online membership registration (see table in Membership Guide).
You can pay your subscription fees using your Pre-paid Account, CashCard or Credit Card.
Once you are successfully registered, your membership will be automatically activated.
Premium Service Membership
How to register?
You must be a member of eLibraryHub and an NLB basic library member before registering for Premium Membership online.
All policies and fees set out in the Membership Guide apply to online Premium Membership registration (see instructions in Membership Guide).
The annual subscription fee is SGD$21.00 (inclusive of GST) and is non-refundable. You can choose the subscription period
(1, 2 or 3 years) and pay the fee using your Pre-paid Account, CashCard or Credit Card

How do I register?

Registration involves four simple steps:
Step 1: Sign up by providing some basic information.
Step 2: Provide your Personal Info such as name,
address, etc.
Step 3: Provide your Account Info to help you log in,
manage your library account, etc.
step 4: Tick your areas of
interest for a personalised experience.
If you are an existing NLB member, just go to "NLB
Members! Click here to pick up your account." at our eLibraryHub
Home Page. Then key in the details as required. You can fill in any
optional details and click "Submit" to complete the registration.
The system will then issue you a password which allows you to log
in immediately. Please remember to change your password once you have logged in
(Click "My Account" and then click on "Change Password". Then follow the online instructions.).
Why was my Registration unsuccessful?
Your Registration attempt could have failed for a number of reasons.

I am a user of the enhanced Multimedia
Service am I already an eLibraryHub Member? Yes. You need not register again, just log in using your Username and Password and you will be able to enjoy the services.
How do I log in to my account?
You need to be a registered user. At the eLibraryHub Home Page, just
enter your Username and Password, and click "Go". Remember that the
password is case-sensitive.
I have forgotten my password. What should I
do?
Click on the "Forgot
Password?" link at the eLibraryHub Home Page. Enter your
Username and answer the question you provided when you first signed
up. You will then be issued a new temporary password. Please change
this to your new permanent password.
Can I update my personal particulars online?
Yes. To update your particulars, go to "My
Account", and "Update My Particulars". Your personal particulars
submitted during registration will be displayed. After you have
completed your updates, just click "Submit".
What is a "Pre-paid Account" and how do I use
it?
A Pre-paid Account is created when you register. You should maintain
enough funds in your Pre-paid Account for the payment of library
transaction services (such as renewal of library books and payment
of fines), and other eLibraryHub chargeable services (except for Reservation and lost items charges).
You can use either CashCard, Debit Card or Credit Card to top up your account.
Please note that credit cards require a minimum top-up of SGD$5.
I tried to top up my Pre-paid Account but this
was not reflected in "My Account". What can I do?

How much does it cost to print materials from
eLibraryHub?
Currently, the service fee quoted is inclusive of printing, if you
are not accessing eLibraryHub from any of the NLB Libraries'
multimedia stations.

How can I pay for the services I use at
eLibraryHub?
eLibraryHub supports the following three modes of payment:
CashCard: You need to have a CashCard reader and the
E-Wallet software
installed on your computer.
Credit Card (Visa and Mastercard only): You only need
to enter your credit card number and other relevant details.
Please note that you must spend at least SGD$5 on each transaction.
Pre-paid Account: You can use the CashCard or credit
card to top up your Pre-paid Account and to buy Service Packages.
Why was my payment for the Service Package or
Pre-paid Account unsuccessful?
Your payment was unsuccessful for one of the following reasons.

I get a Dialog box with the message
"Application Terminating: Connect Error". What should I do?
There is a problem with the network or the payment server, and your

I get a dialog box with the message
"Authentication Failed: Illegal C-ONE object received (M28)". What
should I do?
This message was sent by the NETS server because of a problem with
your CashCard transaction. Please check your CashCard and CashCard
reader to ensure they are working properly.

I cannot access the online content on
eLibraryHub from my browser.
You need the latest versions of MS Internet Explorer (version 5.0
and above) or Netscape (version 4.76 and above) running either on
Windows or the Macintosh. You can download the latest browser from
What plug-in requirements do I need and how
do I install them?
Some of our online services will require appropriate plug-ins to be
installed in your browser.
To enable CashCard payments, you will need a CashCard reader.
We support ADC compatible card reader/s. Click
here to download the
appropriate Nets e-wallet and Smart card driver (scdll32.dll).
After you have downloaded scdll32.dll, type <regsvr32 SCDLL32
SCDLL32.DLL> at the DOS prompt, click "OK" at the pop-up dialog
box.
When you are using the CashCard payment in your PC, the system
will open a dialog box asking if you want to open or save the file.
Do not save the file.
If you are using Internet Explorer 5.0, you will be prompted
all the time. Simply open the file and proceed.
If you are using Netscape 4.76, it will be automatic after the
first time.
Installation steps for Citrix ICA plugins
The installation of ICA plugins is required when
(a) Internet Explorer (IE) did not prompt you to install the plugins
when ICA session is first launched.
(b) Netscape browsers are used.
In the File Download box, select Save to
download icaweb.exe to local hard disk.
When the download is completed, locate icaweb.exe
on your hard drive and double-click the file to begin
installation.
In Winzip Self-Extractor box, select a folder (e.g c:\temp) to
save the extracted files and click on Unzip button.
Locate ica32t.exe in the folder where the
extracted files are saved. Double-click on ica32t.exe
to begin installation.
Read the instructions on each screen and perform the
following:
Click on "Yes" when prompted "This will install Citrix ICA
Web-Client. Do you wish to continue?".
Click on "Yes" to agree with the Citrix License Agreement.
Click on "OK" when prompted "Setup completed successfully.
You may need to restart your web browser to activate changes"
When the installation has completed, you may be prompted to
restart your browser. Close all the browsers on the Desktop and
launch the browser again.
Note:
For IE User:
When the error 'Client error' is encountered during
the launch of an ICA session, locate the file "\activex\setup.bat"
in the folder where the extracted files are stored. Double-click on
setup.bat to patch the ICA.
